Chelsea are very keen to sign West Ham United midfielder Declan Rice before the transfer window closes, MySportDab reports.
Coach Frank Lampard wants to sign a new defensive midfielder before October 5th.
According to The Sun, Chelsea are ready to submit a bid of £40million for the England international.
The Blues are confident they can sign Declan Rice this summer because West Ham are in need of funds.
Rice was released by Chelsea at 14 year old, and now has played over 100 Premier League matches at just 21 years old.
His contract at West Ham will expire in the summer of 2024, but West Ham could have to sell him.
West Ham co-chairman David Sullivan has admitted that the club are in a difficult situation financially and have not signed new players due to lack of transfer funds.
Chelsea have been active in the summer transfer market, signing players such as Kai Havertz, for Hakim Ziyech, Timo Werner, Thiago Silva, Ben Chilwell, Malang Sarr and Edouard Mendy.
However, it looks like Frank Lampard is finding it difficult for his new players to understand each other very well.
Chelsea have only four points from their first three Premier League matches of the new season.
The Blues had to come from a three goals deficit on Saturday to draw 3-3 against West Brom.
Chelsea fans were unhappy with the performance and some even requested that the club sack Frank Lampard at half-time.
